Construction of a world-class performance hall at Samsan Landfill confirmed, turning point for Ulsan’s cultural city

Ulsan City has finalized the Samsan Landfill adjacent to Taehwagang Station as the site for the construction of a world-class performance hall. This project is expected to provide an opportunity for the industrial city of Ulsan to make a new leap forward as a ‘city where culture and manufacturing are in harmony.’

Samsan Landfill was selected as an alternative to the Ulsan Bridge area on the Taehwa River, which was a previous candidate site. The Ulsan Bridge area was evaluated as unsuitable as a site due to various restrictions such as the need for a complete reorganization of the transportation system, the possibility of damaging the ecological environment, and the issue of river use permits. Accordingly, Ulsan City reviewed three sites including Samsan Landfill and decided that Samsan Landfill was the best site.

The main reason for choosing Samsan Landfill is its regional accessibility and symbolism. It is close to Taehwagang Station, so it has good transportation infrastructure such as KTX, metropolitan railway, and tram. Also, it is close to Ulsan Mipo National Industrial Complex, so it is suitable for preserving the city’s identity, and the value of regenerating the landfill and transforming it into a cultural space stands out.

Ulsan City expects that the Samsan Landfill will create great synergy effects in conjunction with the 2028 Ulsan International Garden Expo . After the Expo, it will be used as a cultural and artistic space for citizens and is expected to become a global landmark.

Ulsan Mayor Kim Du-gyeom said, “If a world-class performance hall is built at the Samsan Landfill, Ulsan’s cultural status will be elevated even further. We will successfully complete the project through phased implementation and securing stable financial resources.”

In order to promote the project, Ulsan City is preparing approximately 500 billion won in funds. To this end, it is using a dual strategy of requesting national funding support from the central government and inducing private investment participation from local large corporations. In addition, it plans to secure stable national funding through the enactment of related special laws.

Starting with the detailed design and urban management plan changes in 2026, Ulsan City plans to invite world-class architects and hold an international design competition. This plan will contribute to expanding Ulsan’s cultural horizons and providing new healing spaces for citizens.

This project will become a symbolic space that connects Ulsan’s past, symbolizing the industrialization era, with its future centered on culture and arts.
