Yongin Special City plans to directly commission and promote infrastructure construction outside the district, such as roads and parks, linked to large-scale development projects starting next year. Through this, it plans to resolve issues such as delays in opening infrastructure or deterioration in quality, and to contribute to revitalizing the local economy by utilizing local resources.

Yongin Special City announced on the 22nd that it plans to directly entrust the construction of infrastructure such as roads and parks that must be built outside the development project area when constructing large-scale development projects such as new apartments, logistics centers, and industrial complexes. This is a measure to solve problems such as delayed opening and poor quality caused by developers focusing only on facilities within the area and not constructing infrastructure outside the area responsibly.
Currently, the city is selectively entrusting and implementing some of the infrastructure outside the district, such as urban development projects, industrial complexes, and logistics complexes. Of the total 86 infrastructure projects (KRW 946 billion) from January 2022 to November 2024, only 22 projects (KRW 242 billion) are being implemented by the city. Accordingly, the city plans to expand the scope of entrusted projects to 55 projects by 2027, and expects to collect about KRW 5.7 billion in non-tax revenue from the entrustment fees alone.
To this end, the city plans to revise the ‘Operation Guidelines for Yongin City’s Entrusted Infrastructure Installation’ in the first half of next year. If the revision is made, it is expected that private capital will be used to expedite infrastructure construction and local companies, materials, equipment, and personnel will be given priority, contributing to the revitalization of the local economy.
In addition, the city plans to regularly inspect construction projects commissioned by the city and large-scale construction projects promoted by the private sector to increase the participation rate of local companies. In accordance with the ‘Yongin City Local Construction Industry Activation Support Ordinance’, construction companies and unions are actively encouraged to employ local workers and utilize local equipment and materials. As of the end of November this year, 86% of the 376 civil and electrical construction projects commissioned by the city through private contracts were contracted with local companies, and 84% of local equipment was used for major road projects.
City officials said, “During the process of promoting development projects, various problems have arisen, such as delays in opening infrastructure outside the district and poor quality,” and added, “The city will directly promote infrastructure construction to quickly resolve the problems and actively utilize local resources to contribute to revitalizing the local economy.”
