Goyang Special City announced that it will seize vehicles and send seizure notices to 3,514 delinquent environmental improvement fee payers in the second half of 2024. Goyang Special City (Mayor Lee Dong-hwan) announced on the 11th that it will seize vehicles and send seizure notices for 3,514 cases of unpaid environmental improvement fees in the second half of 2024, totaling 1.3289 billion won in unpaid amounts. This measure is part of a strong administrative measure to increase the collection rate for unpaid environmental improvement fees and prevent long-term delinquency.

Environmental improvement charges are fees imposed on facilities or vehicles that cause environmental pollution, and are used to secure funds for environmental improvement. However, if delinquency persists, it will not only have a negative impact on local finance management, but also have a negative impact on the effectiveness of environmental policies.

Goyang City will record the seizure in the vehicle registration book for seized vehicles, making it impossible to exercise property rights such as transfer of title, sale, or cancellation. In addition, the statute of limitations for collection (5 years) will be suspended until the seizure is lifted, and delinquent taxpayers will experience inconvenience until they complete payment.

City officials said, “In addition to seized cars, we will continue to take strong measures against delinquent taxpayers by seizing real estate, wages, etc.,” and “We will do our best to secure debts through alternative seizures for vehicles that are being written off.”

There are various ways to pay the environmental improvement charge. Those who are delinquent can use convenient payment methods such as visiting a financial institution, internet banking, ARS (1644-4600), dedicated virtual account, internet giro, and Wetax. Those who are having difficulty paying can receive detailed guidance from the Goyang City Hall Climate Energy Division (031-8075-2648).

Meanwhile, Goyang City is taking the position that this measure will heighten awareness of delinquency and remind people of their obligation to pay the environmental improvement fee, while also increasing the collection rate through strong administrative measures.

If a delinquent taxpayer is late in paying, interest will continue to accrue on the delinquent amount, and the exercise of property rights may be restricted in the long term. To prevent such disadvantages, the city is urging delinquent taxpayers to pay promptly.

Environmental improvement charges are an important source of funds for the implementation of environmental policies and sustainable development of local communities. Goyang City plans to support citizens to pay their charges smoothly by continuously improving payment convenience along with eradicating delinquency.
