Goyang City to implement the 6th fine dust seasonal management system until March next year

Goyang Special City will implement the 6th Fine Dust Seasonal Management System until March of next year to respond to the high concentration of fine dust. This measure includes various reduction measures such as limiting the operation of vehicles with emission levels 5, removing dust from roads, and managing dust from construction sites, and aims to protect the health of citizens and improve the air environment.

Goyang Special City (Mayor Lee Dong-hwan) announced on the 17th that it will implement the 6th Fine Dust Seasonal Management System from December to March, when fine dust concentrations are high. This is a measure to lower the frequency and intensity of high-concentration fine dust occurrences by intensively implementing strengthened measures to reduce fine dust.

The main contents of this seasonal management system include ▲restrictions on driving level 5 vehicles for emission gases ▲crackdowns on illegal incineration ▲intensive collection of agricultural waste ▲composting of agricultural byproducts ▲inspection of exhaust gases from operating vehicles ▲removal of dust from roads ▲management of dust from construction sites ▲inspection of indoor air quality in multi-use facilities, etc.

In particular, vehicles with emission levels 5 are restricted from driving on weekdays from 6 AM to 9 PM. If this is violated, a fine of 100,000 won per day will be imposed upon detection. However, vehicles for the disabled, emergency vehicles, vehicles for basic livelihood recipients who cannot take low-pollution measures, vehicles for the lower-income class, and vehicles for small business owners are excluded from the fines. Vehicles equipped with emission reduction devices are also excluded from the driving restrictions.

In addition, Goyang City will strengthen road water cleaning to remove road dust and thoroughly manage and supervise dust generated at construction sites. In addition, it plans to block fine dust generation at the source by promoting concentrated collection and shredding and composting projects to process agricultural waste and byproducts.

A Goyang City official explained, “Since the implementation of the fine dust seasonal management system, the concentration of ultrafine dust has improved,” and “The average concentration of ultrafine dust decreased from 26.25㎍/㎥ during the 4th seasonal management system to 22.75㎍/㎥ during the 5th.” However, he added that special management is necessary because the concentration of ultrafine dust is likely to remain high between December and March due to seasonal factors.

The city plans to protect citizens’ health and further improve the air quality through this measure. An official said, “Citizens’ active interest and participation are key to improving air quality,” and “We ask citizens to refrain from driving and actively cooperate with related policies to reduce fine dust.”
