Songpa-gu introduces the nation's first electronic attendance kiosk for civil defense education

Songpa-gu, Seoul, successfully completed a pilot operation of the first civil defense education electronic attendance kiosk in the country last November. The system received a great response as it shortened the entry and exit time and allowed for the immediate printing of certificates of completion, and is scheduled to be fully operational starting in 2025.

Songpa-gu, Seoul (Mayor Seo Kang-seok) announced that it had completed pilot operation of an electronic attendance kiosk introduced to a civil defense training center for the first time in the country last November. The system is scheduled to be officially operated starting in 2025, and aims to create an efficient and rapid civil defense training environment.

According to the law, civil defense personnel in their first or second year must complete four hours of group training. There are approximately 12,000 people in Songpa-gu who are subject to group training, and most of them are young people who are economically active, so saving time is important.

Accordingly, Songpa-gu introduced unmanned kiosks on a trial basis at two civil defense training centers in the district in November to increase the convenience of training participation for members. The field satisfaction was very high during the pilot operation that was conducted for about ten days during the second civil defense supplementary training period.

Previously, there were inconveniences such as long waiting lines because the attendance of members had to be checked using general mobile devices. However, after the introduction of unmanned kiosks, the entry process was done quickly using QR codes, and waiting times were greatly reduced.

In addition, the process of issuing certificates after completing training has been simplified. Previously, the person in charge had to write the certificates manually and issue them, but now the certificates can be printed immediately through the kiosk, which maximizes administrative efficiency. This is especially helpful for members who need a physical certificate for leave processing at work.

A Songpa-gu official said, “We developed and piloted a system so that 150 to 200 members per session can participate in training more quickly and conveniently,” adding, “We plan to organize a formal budget and operate it continuously starting in 2025.”

Songpa-gu District Mayor Seo Kang-seok emphasized, “The introduction of this electronic attendance kiosk is the result of a service-oriented administration aimed at minimizing inconvenience to civil defense personnel,” and “We will carry out more creative and efficient administration through digital innovation.”

The introduction of this electronic attendance kiosk is expected to serve as a model case for local governments across the country by reducing administrative burden while saving time and increasing convenience in civil defense training.
