The resident registration card, introduced in 1968, has been transformed into a digital version after 56 years, ushering in the era of mobile resident registration cards. As part of the digital transformation, the government announced that it would fully implement the mobile resident registration card service, moving away from existing plastic ID cards and establishing a smartphone-based electronic ID card system.

Mobile resident registration cards can be issued through smartphone applications and can perform all the functions provided by existing resident registration cards, such as personal identification, self-authentication, and access to administrative services. In addition, digital ID cards are characterized by a focus on strengthening security and increasing convenience.
The government emphasized that mobile resident registration cards are much more secure than existing ID cards. In addition to QR code and password authentication, biometric technology is applied as security features, and a function to immediately block use in the event of loss is also included. In addition, blockchain technology has been introduced to prevent ID forgery and alteration, increasing reliability.

Mobile ID cards are also expected to increase administrative efficiency. By using smartphones to easily issue resident registration cards and digitize renewal processes, accessibility to public services can be greatly improved. In addition, identity verification using mobile ID cards will be possible in various private sectors such as banks, hospitals, and airports.
Citizens are responding positively to the introduction of the new digital ID. One citizen mentioned the advantages of mobile ID, saying, “It is very convenient that I don’t have to carry a wallet and can verify my identity with just a smartphone.” On the other hand, there are also opinions that measures are needed for the digitally excluded. It is said that parallel use of existing IDs and education programs should be prepared for the elderly and those who have difficulty using smartphones.
The government explained that the introduction of the mobile resident registration card symbolizes not only the digitalization of ID cards but also the transition to a digital society. An official from the Ministry of the Interior and Safety said, “The mobile resident registration card is an innovative service suitable for the digital age,” and “We will continue to improve it so that the public can use it with confidence and safety.”
