The Victory of Life, Becoming a New Hope for Yeonsu-gu

Seunggi Stream, reborn as a river of life, has gone beyond Yeonsu-gu and established itself as a popular picnic spot and cultural space for Incheon citizens .

Yeonsu-gu ( Mayor Lee Jae- ho ) finally received the management rights of Seunggi Stream from Namdong-gu through persistent negotiations in February 2023 .

The overall management of Seunggi Stream, including maintenance and repairs of river facilities, was centralized in Yeonsu-gu, providing a foundation for resolving the inconveniences that residents have experienced for a long time . In this process, the strong will of District Mayor Lee Jae-ho played a major role .

The district mayor presented a vision for river restoration and utilization by putting forward the Seunggi Stream Waterfront Project as a key pledge of the 8th local government election .

Systematic changes reflecting residents’ opinions

After securing management rights , Yeonsu-gu conducted a survey to collect opinions from 1,776 residents, and the results showed that residents cited improving water quality and resolving odor issues as the most urgent tasks .

Based on this, Yeonsu-gu will gradually promote the Seunggi Stream Emergency Stabilization Project starting in 2023 , presenting a new paradigm for river management .

In order to restore the flow of the river, we dredged the sediment, repaired the collapsed embankment, introduced a sediment removal vehicle, and are continuing to manage water quality by periodically removing riverbed debris and attached algae .

In addition, the smooth flow of the river was secured by reorganizing the suspension bridge and improving the discharge section of the interception channel .

Expansion of convenience facilities that residents can experience

The city has expanded various convenience facilities so that residents can use the river safely and conveniently .

A lawn square and lawn stand of approximately 9,700 were created , and three restrooms were newly built and replaced .

Safety was improved by reinforcing the aging wooden bridge , installing new security lights in a 1km section that was lacking, and establishing a disaster response system using CCTV to prepare for heavy rain caused by abnormal weather .

An ecological space where nature and culture coexist

The district focused on making Seunggicheon the center of local ecology and culture, and planted various flowers according to season along the riverside promenade to provide residents with beautiful scenery .

In particular, in May , a 30,000 m2 rapeseed flower field was created, attracting many people, and the Seunggicheon Flower Blossoms in Spring event featured music performances and experience booths, transforming Seunggicheon into a space where culture and nature come together .

Changes in Seunggicheon seen through photo contest

A photo contest themed on Seunggicheon was held for the past month . A total of 59 participants submitted 153 beautiful moments , and 15 works, including the grand prize winner, Dawn of Seunggicheon , were selected as award-winning works through expert review .

The award-winning works this year unfold like a painting, capturing the beautiful scenery of Seunggicheon and the moments of people finding vitality in it , creating harmonious scenes of nature and people in harmony on canvas .

This graphically illustrates the miraculous transformation of Seunggicheon that would have been unimaginable just a few years ago .

A river created together with residents

These achievements were not only possible through administrative efforts, but also through the participation of residents who love Seunggi Stream .

Last June , 21 Seunggi Stream Monitoring Agents were appointed to look after Seunggi Stream by monitoring environmental pollution , observing the ecosystem , and checking for damage to facilities .

In addition , private organizations and companies such as the Yeonsu-gu Autonomous Disaster Prevention Foundation , the Civilian Environmental Monitoring Group , and CJ CheilJedang employees actively participated and contributed to the maintenance activities .

Making rivers safer with smart technology

The district was selected for the Ministry of Science and ICT’s Smart Village Solution Distribution and Expansion Competition and secured approximately 1.7 billion won in national and municipal funds .

With this fund , a smart safe walking trail with intelligent screening control is being built in stages along a 3.7km section of buffer green space along the Seunggi Stream, thereby creating a safe city .

It is expected that crime prevention and rapid response will be possible through deep learning video analysis technology and emergency broadcasting systems .

Drawing Seunggicheon’s future

Mayor Lee Jae-ho said , It is a great blessing for a city to have a river .” He added , “ We will work with residents to make Seunggi Stream a representative river of Incheon so that it can continue to receive much love .
