Yongin Special City announced that it actively intervened to resolve the issue of delays in the construction of Yongshin High School (tentative name) in the Gorim Jindeok District of Cheoin-gu, and that construction began in earnest on the 2nd after resolving land use issues.
The school site in Gorimjindeok District is owned by Hana Asset Trust Co., Ltd., the legal project implementer, and construction has been delayed due to delays in selling it to the Yongin Office of Education. The cause of the problem is that the actual implementer, M‧E‧H Co., Ltd., and the eight participating companies in the housing construction project have been in conflict over the method of calculating the cost of developing the school site, which has led to conflict.
The city judged that if the sale of school land was delayed, the goal of opening the school in 2026 would be canceled, which would cause damage to students and parents, so it used its legal authority to issue an administrative order to Hana Asset Trust Co., Ltd. In response, Hana Asset Trust Co., Ltd. submitted a land use consent form to the Yongin Office of Education on December 2, marking a turning point in resolving the issue.
Hana Asset Trust and Yongin Office of Education are scheduled to sign a school land purchase contract on the 23rd. After that, the school land development cost settlement will be conducted through separate negotiations between the business operators, and construction of Yongshin High School is scheduled to begin in March 2026.
According to the ‘Special Act on Securing School Land, etc.’, those who implement housing construction projects of a certain size or larger must develop school land and supply it to the Office of Education. However, the nine project entities in the Gorim Jindeok District have not been able to reach an agreement on cost sharing issues, and the sale of school land has been delayed. Accordingly, the city has held 26 meetings since January of this year to encourage consultation among the project entities, and in November, issued an administrative order to Hana Asset Trust Co., Ltd., the legal owner, to proceed with land use approval and sale.
Mayor Lee Sang-il said, “In order to resolve the situation where students and parents are suffering due to the conflict between business operators over the cost of developing school land, the city has stepped in to resolve the issue directly.” He added, “We will thoroughly examine whether the school land development cost, which is a condition for approval of the apartment complex use inspection, has been met so that the opening of Yongsin High School in the spring of 2026 can take place without a hitch.”
The city plans to expedite the school site sale process and administrative procedures to ease the concerns of students and parents and to allow the high school to open at the right time. In addition, it plans to thoroughly check whether the conditions are met before the approval of the apartment use inspection and to ensure that legal obligations are fulfilled.
