Cheonan City announced on the 2nd that it will establish and implement comprehensive safety measures to prevent accidents and inconveniences caused by the recent increase in the use of personal mobility devices (PMs) and to ensure that citizens can use them safely and comfortably.
The city has prepared a comprehensive plan including seven detailed projects tailored to local conditions through consultation with the police and shared personal mobility device operators. This plan consists of ▲operation of key management areas ▲imposing penalties for no-parking zones ▲expanding parking lots ▲strengthening management in conjunction with schools ▲strengthening crackdowns in conjunction with the police ▲strengthening management of commuting hours ▲strengthening the towing system.

Designation of key management areas and reinforcement of no-parking zones
Cheonan City has designated 12 areas where complaints frequently occur as priority management areas. These areas include commercial districts (Buldang-dong Cafe Street, Dujeong-dong, Seongseong-dong, etc.), residential areas (Wonsung-dong), university districts (Baekseok-dong), and factory areas (Samsung SDI, Baekseok-dong distribution complex). In priority management areas, parking outside of permitted areas is prohibited, and the plan is to gradually expand after a pilot operation.
Penalty and parking lot expansion
In order to reduce illegal parking, a minimum penalty of 5,000 won will be imposed on rental companies when returning vehicles in no-parking zones, and a notification function will be introduced to prevent return. For parking convenience, a virtual parking zone will be operated during the winter season, and a real parking zone will be installed later.
School and police coordination management
We will work with schools to incorporate safety education related to personal mobility devices into the regular curriculum and include it in school life regulations. The areas surrounding elementary and middle schools will be designated as priority management areas, and the 50m on both sides of roads adjacent to school routes will be designated as no-parking zones.
Police will strengthen crackdowns on violations of the Road Traffic Act, such as unlicensed driving and failure to wear safety helmets, four times a year.
Strengthening commuting hours and towing system
During rush hour, the operator will deploy additional personnel to relieve congestion in major areas. In addition, the towing system will be strengthened, increasing the number of towings per day from once to twice, and expanding the recovery time. In the first half of the year, a ‘towing TF team’ will be established, and in the second half of the year, a three-team shift system will be used.
The city plans to pilot the comprehensive plan until June and then conduct quarterly inspections with the police and operators to improve any problems.
Creating a safe environment for citizens
A Cheonan City official said, “There was difficulty in implementing it due to the lack of legal grounds for personal mobility devices, but we have prepared this measure to solve the problem of continuously increasing accidents and unauthorized abandonment,” adding, “We will create a safer and more pleasant usage environment and minimize inconvenience to citizens.”
It is expected that this comprehensive measure will contribute to improving the safety and convenience of both users of personal mobility devices and citizens.
