As Gyeonggi Province officially designated the Hwaseong International Theme Park, located in Sinoe-ri and Munho-ri, Namyang-eup, Hwaseong-si, as a tourist complex , the project to create Asia’s largest theme park utilizing the brand of Paramount, a global entertainment company, is expected to be fully promoted . This decision was announced on December 30 , 2024 , and was made after deliberation by the Gyeonggi Province Urban Planning Committee and consultation with the Ministry of Culture, Sports and Tourism .

This designation as a tourist complex is expected to be an important opportunity to accelerate the development plan of the Hwaseong International Theme Park . As it is designated as a tourist complex, the permitting and licensing procedures will be simplified , and tax benefits such as acquisition tax reductions will be provided, which will be a great help in promoting the project . Gyeonggi Province expects that this theme park will attract more than 20 million tourists annually , and it is highly likely that it will become a key axis of the domestic tourism industry .
The Hwaseong International Theme Park is scheduled to be built on an area of approximately 2,854,708 m2 ( approximately 860,000 pyeong ) , and this area is included in the Songsan Green City Special Planning Zone . Hwaseong City requested Gyeonggi Province to designate it as a tourism complex last May , and this decision is the result of that request being accepted . If designated as a tourism complex, the permit can be processed at the same time as the development plan is approved, shortening the period and providing various benefits .
This project was first promoted in 2007 , and is a project that contains the earnest wishes of local residents after the Universal Studios project fell through . Shinsegae Hwaseong Co. , Ltd. will invest approximately 9.4 trillion won in this project , which will be entirely private investment . Gyeonggi Province announced plans to build Asia ’s largest Paramount theme park through a meeting with Hwaseong City and Paramount Entertainment in October .
The Hwaseong International Theme Park will be developed as a multi-tourism complex centered on global entertainment content, including a theme park , hotels , shopping malls , and golf courses . The project is expected to generate a production inducement effect of approximately KRW 11.7175 trillion during the development phase , and approximately KRW 4.7144 trillion during the operation phase, creating 49,000 jobs .
Gyeonggi Province believes that the Hwaseong International Theme Park will play an important role in leading to balanced development in the western part of Gyeonggi Province . Once the tourism complex is completed, Hwaseong City is expected to secure sustainability as a global tourism city and establish itself as a new axis of the tourism industry in Korea .
Kim Sang-soo, the director of Gyeonggi Province’s Culture, Sports and Tourism Bureau, said , “ The Hwaseong International Theme Park is a long-awaited project for both Gyeonggi Province residents and Hwaseong citizens, ” and added , “ This tourism complex designation is an important first step toward the success of the project . Gyeonggi Province will actively support Hwaseong City so that it can grow into a world-class tourism city . ”
This decision by Gyeonggi Province is expected to have a positive impact on the local economy , and will not only revitalize the tourism industry , but also provide various job creation opportunities for local residents . If the Hwaseong International Theme Park is successfully developed , it will be more than just a tourist destination ; it will become a center that attracts tourists from all over Asia .
