Goyang Changneung New Town, leaping forward as a self-sufficient future city with jobs, nature, and leisure

Goyang Special City has launched a full-scale plan to develop the 3rd new city Changneung District into a self-sufficient future city where housing, jobs, nature, and leisure are in harmony. The goal is to establish the city as the center of the northwestern part of the metropolitan area through the creation of a lake park, the integrated Changneungcheon river project, and attracting corporate investment.

Goyang Special City (Mayor Lee Dong-hwan) plans to develop the 3rd new city Changneung District into a self-sufficient future city where jobs, nature, and leisure are in harmony, moving away from the existing residential-centered development. Mayor Lee Dong-hwan emphasized that strengthening self-sufficiency is key for Changneung New City to establish itself as a sustainable central city in the northwestern part of the metropolitan area.

Changneung New Town will be built on an area of 7,891,000 m2 in Wonheung-dong, Dongsan-dong, Yongdu-dong, Hyang-dong, Hwajeon-dong, Donae-dong, Haengsin-dong, Hwajeong-dong, and Seongsa-dong in Deogyang-gu, Goyang-si, and is scheduled for completion in 2029. With excellent accessibility to Seoul, it is expected to be a key area for balanced development in the metropolitan area.

Lake park creation and landmark construction

The city plans to provide a pleasant residential environment for residents by creating a lake park in Changneung New Town. The lake park is expected to play an important role in preserving the urban ecosystem, forming a community, and revitalizing the local economy. Mayor Lee Dong-hwan emphasized the creation of the lake park and the incorporation of Beolmal Village into the Changneung District in a meeting with officials from the Korea Land and Housing Corporation (LH) and requested active cooperation.

Beolmal Village is located in the center of the Changneung district and is an area with potential for strategic development. It is expected to provide convenience to residents and create jobs through expansion of self-sufficient land and connection with the lake park.

Strengthening self-sufficient city functions by attracting corporate investment

The city is actively pursuing a strategy to attract companies to establish a sustainable growth foundation for Changneung New Town. It has visited major corporations to attract investment, and formed an investment attraction committee with experts to discuss effective measures.

On the 19th, an investment briefing and business agreement ceremony was held at the Seoul Rise Autograph Collection for major domestic and international companies including those from Japan and Austria. In addition, the vision of Changneung New Town was actively promoted at the joint investment briefing of cities and counties in northern Gyeonggi Province and the Goyang Special Citizens’ Day event.

The city plans to continue to create quality jobs and strengthen the foundation for economic independence through various investment attraction activities in the future.

Step-by-step implementation of the Changneungcheon integrated river project

The city plans to systematically organize the city’s waterfront space through the Changneungcheon Integrated River Project. At the ‘Changneungcheon Integrated River Basic Plan and Feasibility Study Final Report Meeting’ held last month, the city announced a plan to divide the Changneungcheon area into four areas: a historical and ecological district, a waterfront hub district, a neighborhood waterfront district, and a landscape and recreation district, and organize them in stages.

The Changneung New Town section located in the middle reaches of the Changneung Stream is scheduled to be developed by 2029, and plans are to provide citizens with a water-friendly space by creating a high-water area and installing a walking trail.

In addition, a 42.195 km marathon course connecting Goyang Hangang Park and Daedeok Ecological Park will be created to contribute to revitalizing local tourism.

Goyang Special City is pursuing a sustainable development strategy so that Changneung New Town can establish itself as a central city in the northwestern part of the metropolitan area, and plans to leap forward as a future-oriented city where nature, people, and jobs coexist.
