Goyang City, Creating a Safe Urban Environment by Establishing a ‘Ground Subsidence Safety Map’

Goyang Special City will hold the final report meeting for the ‘Ground Investigation and Management Measures Establishment Service’ to prevent ground subsidence in the Hwajeong and Ilsan areas and establish a ground subsidence safety map to systematically manage and prevent it.

Goyang Special City (Mayor Lee Dong-hwan) announced that on the 18th, it held the final report meeting for the ‘Ground Investigation and Management Measures Establishment Service’ to prevent ground subsidence problems that frequently occur in the Hwajeong and Ilsan New Towns.

This service was promoted for the purpose of identifying in advance and systematically managing the risk factors of ground subsidence that may occur during underground excavation work at construction sites.

◇ Establishment of ground subsidence safety map

The city plans to establish a **’Ground Subsidence Safety Map’** through the service. This map will be managed as an integrated platform linked to the spatial information of the ‘New Administrative System’ by digitizing nine major influencing factors, including ▲groundwater level ▲filled soil thickness ▲aging underground facilities.

This integrated platform will be utilized from the design stage to not only block the possibility of ground subsidence in advance, but also support practical preventive measures at construction sites.

◇ Application of management manual by safety level

The city plans to establish a safety grade management manual that reflects the characteristics of the Goyang area and to present opinions for consultation when excavating more than 10m deep and granting permits. In addition, the excavation site will be inspected twice a year in the first and second half of the year to check whether safety measures are being followed.

◇ Immediate response and budget securing

In the event that signs of ground subsidence are discovered, a ground penetrating radar (GPR) survey will be conducted to establish a system for rapid recovery. To this end, the city plans to reflect a budget of 200 million won in the 2025 budget to enable an immediate response.

◇ Goal of creating a safe urban environment

City officials emphasized, “Through the establishment of this ‘Ground Subsidence Safety Map’ and the establishment of systematic management measures, we will protect the lives and property of citizens and create a safe urban environment,” and “We will minimize the risk of ground subsidence through preemptive, field-oriented safety inspections.”

Through this project, Goyang City plans to reduce the risk of accidents caused by ground subsidence and build a safe and sustainable urban environment through systematic data-based safety management and preemptive response.
