○ Revision of the Urban and Residential Environment Improvement Ordinance
When a redevelopment area owner proposes a ‘redevelopment zone plan’, the required resident consent rate has been relaxed from 60% to 50%. This is a measure to expedite the redevelopment project. In addition, the term has been changed to ‘redevelopment diagnosis’.
○ Revision of the Urban Planning Ordinance
In order to expand the supply of housing in the city center, the floor area ratio has been increased for redevelopment projects. The 1st general residential area has been adjusted from 150% or less to 180% or less, and the 2nd general residential area has been adjusted from 200% or less to 220% or less. In addition, the effective period of the regulation on changing the use ratio and floor area ratio of residential complex buildings in commercial areas has been extended by three years.
○ Enactment of Ordinance on Supply and Support of Long-Term Lease Housing in Station Areas
The area within 250m from the platform of a national railway or light rail station was defined as the station area, and a basis for systematically regulating business operations and support matters was established.
○ Revision of the Urban Development Promotion Ordinance on Setting the Ratio of Public Offering Housing Construction
In cases where the floor area ratio according to the redevelopment promotion plan exceeds 100% of the maximum but is less than 120%, it is stipulated that the ratio of sale housing can be increased by 20% or more compared to rental housing.
○ Revision of the basic ordinance on the preservation and use of Hangang Park
The ordinance was revised to establish a basis for preserving the Han River ecosystem and to establish a sustainable Han River management system that achieves a balance between development and conservation while maintaining ecological value.
○ Amendment of the Ordinance on Supporting Gender Equality in Employment and Work-Life Balance
By integrating and reorganizing committees and implementation plans with overlapping functions, we have improved operational efficiency, and have established a basis for directly paying subsidies to employees of companies that practice work-life balance, as well as a basis for postponing tax investigations for excellent companies.
○ Amendment of the Ordinance on Management of Outdoor Advertisements, etc. and Promotion of Outdoor Advertisement Industry
By establishing a support plan and establishing provisions for on-site investigations for the maintenance and improvement of outdoor advertisements, etc., and the discovery of signboard designs, we plan to improve the appearance of the city and create a safe pedestrian environment for citizens, and contribute to creating a pleasant and aesthetically pleasing living environment.
○ Amendment of the Ordinance on Creating a Child-Friendly City
It stipulates the establishment of a customized psychological and emotional support system for children to detect and support mental health problems in children early, and clarifies the provisions on the basis for consignment so that specialized institutions can operate the business.
○ Revision of the Basic Citizen Nutrition Ordinance
In keeping with the rapidly changing social environment, we plan to promote more effective nutrition management projects by including young people preparing for independence and single-person households as targets of nutritionally vulnerable groups, and adding supplementary food support projects and promotional projects to nutrition management projects that Seoul City can promote.
○ Amendment of the Ordinance on Operation and Support of Autonomous Vehicle Pilot Operation Zones
In order to spread the benefits of autonomous driving technology development throughout the city and to resolve the inconvenience of transportation for residents of transportation-deprived areas and the socially disadvantaged, the basis for financial support for autonomous vehicles operated by autonomous districts was stipulated, and the ordinance was revised to allow autonomous vehicles (buses) that perform the role of public transportation as autonomous vehicles expand to use public parking lots.
○ Amendment of the Ordinance on the Establishment and Operation of Social Welfare Facilities
The term “trustee” defined in the current ordinance is aligned with the provisions defined in the “Enforcement Regulations of the Social Welfare Services Act” to ensure consistency in the legal system, and by stipulating that the consent of the National Assembly is required in the case of re-entrustment when entrusting social welfare facilities to the private sector, the transparency, fairness, and efficiency of the affairs are strengthened.
○ Amendment to the Ordinance on Prevention of Stalking and Protection of Victims, etc.
The work of operating support facilities for stalking victims has been changed to be entrusted to a public institution that ensures accessibility and legal protection for victims and security for information protection.
○ Amendment to the Ordinance on Prevention of Digital Sexual Crimes and Support for Victims
As the upper-level law, the “Partial Amendment to the Act on Prevention of Sexual Violence and Protection of Victims,” was passed at the plenary session of the National Assembly, we sought to reflect the changes in the upper-level law and clarified the provisions on the basis for entrustment so that an organization with expertise and public nature can operate the business to support the deletion of videos of victims of digital sex crimes.
