The first shovel has been put into construction and system sectors for the ‘Yeongdong-daero Underground Space Complex Development Project’, which will include a 210,000㎡ metropolitan complex transfer center, railroad tracks, and roads underground for approximately 1,000m between the COEX intersection (Bongeunsa Station on Line 9) and the Samsung Station intersection (Samsung Station on Line 2), and a large green plaza on top.

Seoul City announced that the technical proposal and priority construction detailed design for the ‘Yeongdong-daero Underground Space Complex Development 2nd Section Construction Project (Architecture/System)’ have been deemed qualified and construction will begin. In February, priority construction parts such as ▴ demolition of the platform at Samsung Station on Line 2 ▴ finishing of the GTX-A function room (electrical/communication machine room, etc.) of the metropolitan complex transfer center ▴ main line ventilation ducts, etc. are scheduled to begin construction.
The ‘Yeongdong-daero Underground Space Complex Development Construction Project’ is a project being carried out to expand public transportation and other infrastructure and citizen convenience facilities within the international exchange complex district. It will build a cutting-edge transfer system based on railways and buses, and a future-oriented public transportation hub with smart technology will be created.
In particular, the Samseong-Dongtan metropolitan express railway, the metropolitan express railway GTX-A․C, the Wirye-Sinsa Line light rail, Subway Line 2 (Samseong Station), and Subway Line 9 (Bongeunsa Station) will be connected, creating a convenient and systematic railway system that connects various parts of the metropolitan area centered around Gangnam.
On the 20th (Friday), the city held a design evaluation meeting regarding the qualification review of the basic design technical proposal bid for the ‘Yeongdong-daero Underground Space Complex Development 2nd Phase Construction Project’ targeting the Hyundai Construction Consortium, which was the sole bidder following the 1st Phase construction project, and gave a ‘qualified’ rating in the final evaluation of the technical proposal and the priority construction detailed design.
As the construction and system construction is a large-scale project, it will be divided into two sections and implemented. Following the signing of a preliminary contract with the qualified design contractor (Hyundai Construction Consortium) for Section 1 in October 2023, Section 2 has also passed the qualification review for its technical proposal, allowing it to begin construction at the planned time.
Accordingly, the priority construction portion for which the detailed design has been completed will begin construction in February, and the main construction will conclude a contract after undergoing a design economic feasibility review (VE) and detailed design qualification review after 15 months of detailed design.

Kim Chang-hwan, the Seoul Metropolitan Government’s technical review officer, said, “We will faithfully follow the project schedule so that the congested and outdated area between Samseong Station and COEX can be reborn as a hub for living and jobs, as well as a cutting-edge public transportation hub, called the ‘Korean La Défense,’ through large-scale integrated development of underground spaces.”
