Goyang Special City (Mayor Lee Dong-hwan) announced that it will operate the first phase of the 2025 public works project from January 13 to April 30. 124 citizens will participate in this project, and will work in various public service fields such as environmental beautification, public facility management, and database (DB) construction.

Goyang City will launch the first phase of the public works project in 2025 to support local residents’ income and job search activities. This project will run for four months from January 13 to April 30, and participants will work in various fields such as environmental beautification of illegal dumping intensive management areas, public facility management, database construction, and operation of drone airfields and pet playgrounds.
A total of 635 people applied for this public works project in November of last year, and 124 people were finally selected after beating the competition rate of 5:1.
Conditions of Participation and Working Conditions
The conditions for participation in public works projects are as follows:
Goyang citizens who are unemployed or have no regular income
Assets less than 480 million won
60% or less of the median income
A person who is 18 years of age or older and has the ability to work
Working hours are applied differently depending on age. Those under 65 work 25 hours a week, and those over 65 work 15 hours a week. Wages are paid based on the minimum wage in 2025 (KRW 10,030 per hour), and include incidental expenses, weekly holiday allowance, and monthly leave allowance.
Purpose and operation plan of public works projects
Goyang City is helping the unemployed maintain a stable income and continue their job search by providing temporary jobs through public work projects. Mayor Lee Dong-hwan of Goyang City said, “We will operate the public work project substantively so that it can serve as a stepping stone for the unemployed to find new jobs.”
This project is expected to contribute not only to providing income support to local residents, but also to improving the quality of public services.
Phase 2 public works project schedule
The public works project is divided into three stages throughout the year. The second stage of the public works project will begin in May with applications accepted at the administrative welfare center in your area in March.
Goyang City plans to continue its efforts to provide stable jobs to local residents and support the economic independence of the unemployed.
