Goyang City, small-scale housing maintenance 'Future Town' project underway

The ‘Future Town’ project that Goyang Special City is promoting to improve the residential environment in the city center is progressing smoothly. Starting with the integrated future town project of Haengsin-dong No. 1, the management plan for Ilsandong No. 2 is being established, and the management plan for the candidate site for the future town No. 3 is scheduled to be established in 2025.

Goyang Special City is promoting the ‘Future Town’ project with the goal of redeveloping underdeveloped downtown residential areas, and is accelerating urban regeneration and improving the residential environment through systematic and planned redevelopment.

‘Future Town’ is a small-scale housing maintenance management plan of less than 100,000㎡, which overcomes the limitations of existing individual maintenance projects and enables more efficient and systematic maintenance. It is a concept similar to Seoul’s ‘Moa Town’, and Goyang City is the first local government in the country to promote a project under the name of ‘Future Town’.

The Garamoe area in Haengsin-dong, which was selected for the Ministry of Land, Infrastructure and Transport’s public offering project in 2022, was designated and announced as a future town after receiving final approval from Gyeonggi Province in 2023. The first future town, which integrates the sites of Yeonsei Villa, Galaxy Yeonrip, and multi-family housing, has greatly improved its profitability through increased floor area ratio and infrastructure improvements.

In particular, the project is progressing smoothly by collecting residents’ opinions through a change from the existing individual promotion method to a regional integrated development method. The city met with some of the owners who opposed the initial integration of the project and persuaded them to reach an agreement with the residents.

▲ Establishment of the 2nd Ilsandong Future Town Management Plan

Ilsandong is currently establishing a management plan linked to a small-scale redevelopment project centered around the Sein Apartment area. The project began in March of last year, the public inspection was completed in December, and Gyeonggi-do approval is expected in the first half of this year.

This management plan aims to overcome the limitations of existing individual unit maintenance projects and improve the residential environment and expand infrastructure through block-based integrated development. The city held several resident meetings to actively collect residents’ opinions, and it is expected that once the management plan is completed, it will greatly contribute to solving chronic traffic congestion.

▲ Future Town Guidelines and Citizen Lectures Held

The city established the ‘Future Town Management Plan Guidelines’ to establish a systematic operation foundation for the project. The guidelines include the basic direction of the management plan, detailed instructions, etc., and are shared with citizens through the Goyang City website.

In addition, a total of three citizen lectures were held from July to December of last year to increase residents’ understanding of the project. The lectures were focused on law, accounting, appraisal, and maintenance project procedures, and the case of Goyang City’s first street housing maintenance project was also introduced.

Goyang Special City Mayor Lee Dong-hwan said, “We plan to secure a budget to establish the third future town management plan for 2025, following the first Haengsin-dong and the second Ilsandong future towns,” and emphasized, “We will continue to provide support for the systematic development of the city center and improvement of a pleasant living environment.”

The city plans to achieve practical downtown regeneration by strengthening the public nature of the future town project, expanding infrastructure, and collecting opinions from residents.
