Goyang Special City, creating 300,000 jobs by 2030… becoming a dynamic city

Goyang Special City (Mayor Lee Dong-hwan) announced a large-scale economic plan that aims to create a total of 300,000 jobs by 2030. Under the aspiration to rebrand the city as a dynamic and desirable city, it set key tasks such as establishing a free economic zone, high-tech industries, revitalizing international exhibitions and tourism, and establishing a circular transportation system.

At a New Year’s press conference held on the 13th, Goyang Special City announced a large-scale plan to create a total of 300,000 jobs by 2030 along with a new vision for the city. Mayor Lee Dong-hwan explained the city’s rebranding strategy, saying, “We will transform Goyang from a simple residential city into a multifunctional city where the economy, culture, education, and transportation are all integrated.”

1. Expanding jobs through free economic zones and cutting-edge industries

The market announced that it will apply for a free economic zone in the first half of this year to revitalize the economy and make an announcement in the second half. It aims to create over 90,000 jobs and has confirmed a total of 163 investment intentions (approximately 6.7 trillion won) so far.

Goyang Ilsan Techno Valley and Goyang Broadcasting and Video Valley are expected to create about 52,000 jobs each, and discussions are underway to build a bio research institute and GMP facility in the Seongsa Innovation District to foster the bio and medical industries. The plan is to expand the designation of the venture business fostering promotion district to foster 1,000 venture businesses and create 12,000 related jobs by 2030.

2. Re-emergence as an international exhibition and tourism city

The construction of KINTEX’s 3rd exhibition center is in full swing, and the creation of an underground complex space and park connected to KINTEX Station is also being promoted. In addition, the construction of a central hotel and a large-scale parking complex building will strengthen the foundation for attracting international exhibitions and events.

In September of this year, the Asia-Pacific General Assembly, with the participation of some 190 local governments from around the world, is scheduled to be held at KINTEX, and through this, Goyang is expected to be promoted as a hub for international exhibitions and cutting-edge industries. The development of the Changneungcheon tourist site and the creation of a world-class international botanical garden are also part of the tourism revitalization strategy.

3. Establishment of a circular transportation system and smart transportation network

Goyang Special City is also speeding up the expansion of transportation infrastructure. It will expand the circular public transportation system centered around Daegok Station and KINTEX Station, and create an eco-friendly transfer parking lot at KINTEX Station. In addition, it plans to pilot run a late-night autonomous driving bus through the construction of a smart transportation network and establish an efficient transfer system between subways and buses.

The major road network in Goyang will also be expanded. Through the road network, such as the extension of Goil-ro to Daegok and the road between Jugyo and Janghang, intercity mobility will be greatly enhanced and traffic efficiency will be improved.

4. Cooperation in hosting the 2036 Seoul Olympics

Goyang Special City will cooperate to host the Seoul Olympics and promote the hosting of some events at Goyang Gymnasium and Goyang Sports Complex. The mayor said, “Goyang has the best sports town in the country,” and expressed his intention to proactively participate in the international megacity network.

5. AI Innovation Industry as a Future Growth Engine

Goyang City has established a dedicated task force (TF) to foster artificial intelligence (AI) innovation industries, introduce AI technology to policies and administrative services, and actively promote smartening across industries.

The mayor emphasized, “Goyang has the potential to become a growth engine for Korea as a smart, eco-friendly city,” and “We will make Goyang a city of choice worldwide through the revamp of its city brand.”

Goyang Special City aims to achieve sustainable development and revitalize the local economy through mid- to long-term strategies encompassing economy, transportation, culture, and advanced industries.
