Ministry of Education announces 2025 key business plan, changing people's lives through education innovation

The Ministry of Education announced its 2025 major business plan, presenting “Education as a Ladder of Opportunity” as its vision. This plan aims to innovate education that is directly related to the lives of the people, such as introducing AI digital textbooks, expanding Neulbom School, and fully introducing a high school credit system.

Introduction of AI digital textbooks

Starting in 2025, AI digital textbooks will be introduced in English, math, information, and special education Korean language subjects for 3rd and 4th graders in elementary school, 1st graders in middle school, and 1st graders in high school. This will support learning tailored to each student, and training will also be provided to strengthen teachers’ digital teaching capabilities.

Neulbom School expanded to 2nd grade elementary school

The Neulbom School program, which was previously provided to first graders in elementary school, will be expanded to second graders in elementary school starting in 2025. This will provide stable care and education programs to lower grade elementary school students, and the operating system will also be strengthened.

Reform of the high school credit system and internal grade system

The high school credit system will be fully introduced in 2025. This is a system that helps students design their studies according to their career path and aptitude. In addition, the high school grade system will be reorganized from the existing 9-grade system to a 5-grade system to reduce competition and improve the learning environment.

Strengthening university support policies

National scholarship support will be significantly expanded, and a new ‘Housing Stability Scholarship’ will be established for low-income college students. Up to 2.4 million won will be provided annually, and approximately 1.5 million students are expected to benefit. In addition, the Regional Innovation-Centered University Support System (RISE) will be fully operational in 17 cities and provinces, creating an ecosystem where regions and universities grow together.

Strengthening vocational education

The number of specialized high schools with agreements will increase from 10 to 20, and the number of schools providing employment support for vocational high school graduates will also increase to 24. We will support stable employment for young people by linking up with regional employment centers and university job plus centers.
