The Seoul Metropolitan Office of Education (Superintendent Jeong Geun-sik) announced that it has selected eight excellent public officials who have spread the culture of proactive administration in the public service sector and practiced it through the Active Administration Best Practices Competition . This competition increased fairness and reliability by strengthening citizen participation and objective evaluation, and the grand prize went to a case that achieved innovative results through support for vocational training for the disabled.
The case that won the grand prize was the ‘Integrated Solution for Vocational Education for the Disabled’, which was highly evaluated for helping the disabled move beyond simple beautification work to discover a new field of employment as a librarian assistant and supporting their successful employment and settlement. The civil servant produced teaching materials and video books to strengthen the vocational education capacity of the disabled, and improved employment stability through on-site training institutions and post-employment follow-up management. In addition, systematic support was provided, such as providing consulting and psychological counseling when problems occurred for disabled workers and distributing materials to schools to improve awareness of employment of the disabled. These efforts received a 97.8% satisfaction rating from both the employment schools and workers, and were selected as a model case of proactive administration.

In this competition, two cases received awards of excellence : one for reducing budget through the establishment of a defect management system and the other for creating a happy classroom through ensuring educational activities .
The Seoul Metropolitan Office of Education provides incentives for civil servants who practice proactive administration, along with the Superintendent’s Award , and offers exceptional benefits, such as the option to choose between a special promotion or the highest performance-based pay grade for the top winner. In addition, it seeks to spread awareness in the public service community that proactive administration is definitely rewarded by providing bonuses and vacations based on the level of excellence.
Superintendent of Education Jeong Geun-sik said, “Active administration is an important tool that can make a real difference in the lives of education consumers,” and added, “We will continue to discover public officials who practice active administration and expand various policies to support them.”
The Seoul Metropolitan Office of Education plans to solve problems in the educational field through proactive administration, bring about innovative changes in the public service community, and continuously produce tangible results that can be felt by education consumers.
