Dongdaemun-gu is launching the ‘2025 Dream Start ITQ Certification Education ‘ program in earnest to enhance the digital capabilities and practical skills of children from vulnerable groups . This education is being conducted in cooperation with IT specialist company Ipple Co., Ltd. , and focuses on providing children from vulnerable groups with an equal chance to start by fostering digital literacy skills .

The ITQ certification is a nationally recognized certification administered by the Korea Productivity Center . It is a test that verifies practical information technology utilization skills such as digital document creation , data management , and presentation production . It mainly covers Hangul , Excel , and PowerPoint , and is a useful certification for objectively proving IT utilization skills required for studies , employment , and practical work .
Dream Start is a program that provides customized integrated services to underprivileged children to ensure equal opportunities for starting out . This ITQ certification training will be conducted from January to September 2025 , and nine children who are subject to Dream Start case management are expected to participate . The main goal of the program is to increase digital accessibility and reduce the education gap .
The education aims to obtain level 1 ITQ certifications in PowerPoint , Hangul , Excel , etc. through cooperation with IT specialist company Ipple Co., Ltd. In the process, children will learn digital literacy skills essential for academic and social life , and have the opportunity to improve practical skills such as data processing and document creation .
A former official expressed his expectations, saying , “ This program will not stop at simple learning , but will contribute to strengthening children’s long-term IT capabilities and creating various digital learning opportunities . ”
Dongdaemun-gu Mayor Lee Pil-hyung said, “ I hope that through this education, the children of Dongdaemun-gu can strengthen their digital capabilities and lay the foundation for realizing bigger dreams ,” and added, “ We will continue to provide various types of support so that children can dream of a bright future . ”
Dongdaemun-gu’s ‘2025 Dream Start ITQ Certification Education ‘ is expected to play a major role in eliminating digital exclusion for underprivileged children and preparing them for the future . Dongdaemun-gu’s efforts to reduce the digital divide and provide equal opportunities are expected to bring about positive changes in the local community .
