Goyang Special City is stably expanding local finances by realizing fair taxation and sound finances through systematic revenue management based on data. This year’s local tax revenue budget is 772.2 billion won, and various measures are being promoted, such as pre-inspection of major tax items and discovery of hidden tax sources. In addition, transparency and efficiency are being pursued simultaneously through tax administration operation together with citizens.

Goyang Special City (Mayor Lee Dong-hwan) is continuing its efforts to secure fair taxation and financial stability through data-based tax administration. Last year, Goyang City was selected as an excellent organization for three consecutive years in the ‘Local Tax Administration Evaluation’ hosted by Gyeonggi Province, and early this year, it received the ‘Excellent Organization Award’ hosted by the Ministry of the Interior and Safety.
The city has set this year’s general account revenue budget at 2 trillion 809.6 billion won. Of this, local tax revenue is estimated at 772.2 billion won and non-tax revenue at 134.3 billion won. The city plans to expand the tax base, focusing on major tax items such as property tax, automobile tax, and local income tax.
Goyang City has introduced a tax estimation model by analyzing tax data from the past five years, real estate market trends, and economic indicators to increase the early collection rate. In addition, in order to prevent missing tax sources, the city is thoroughly implementing pre-inspection of major tax items such as local income tax and property tax, as well as post-management of non-taxable and exempted items.
Last year, the city secured additional tax revenue of about 2.5 billion won through real estate investigations and corporate acquisition tax reductions. Based on this, this year, it plans to expand professional job training and research activities to discover new tax sources. At the ‘Goyang City Finance Expansion Workshop’ held in October last year, experts from the Korea Local Tax Research Institute were invited to discuss ways to secure fiscal soundness, thereby strengthening the expertise of employees.
Goyang City is also working hard to operate a citizen-participatory tax administration. It is increasing citizens’ trust in tax administration through visiting children’s tax classes and free consultations with village tax accountants. In particular, the village tax accountant system is operated through talent donations by tax accountants belonging to the tax accountant society, and this year, 40 tax accountants, the largest number in the country, began working in Goyang City.
The Children’s Tax Class is a program that informs elementary school students about the importance and use of taxes. The city successfully operated it last year for about 500 people by producing teaching materials and inserting QR code videos to attract students’ attention. This year, the program is planned to be expanded sequentially in response to the increasing demand for education.
