Seongdong-gu, Seoul (Mayor Jeong Won-oh) announced that it will push ahead with comprehensive measures to combat the winter cold wave so that all residents can have a warm and safe winter even during the strong cold wave.

Seongdong-gu has been focusing its administrative capabilities on cold waves since November of last year by operating a 24-hour cold wave situation room and responding in stages. It is focusing on 25 projects in five areas, including health and environment, cold wave countermeasures, snow removal countermeasures, safety countermeasures, and convenience countermeasures. It actively prepares for safety accidents and disasters that occur in winter, such as heavy snow and cold waves, while protecting vulnerable groups and minimizing damage from cold waves.

In particular, we are making special efforts to reduce cold waves that can be felt in everyday life.

First, in addition to the 20 ‘cold wave shelters’ including 17 community centers and 3 locations in Seongdong, Seongsu, and Doksodang Bookstore, 28 ‘Seongdong-type smart shelters’ will be added, for a total of 48 ‘cold wave shelters.’

‘Smart hot and cold chairs’ are also in operation to melt the cold of residents waiting at bus stops. A total of 139 ‘smart hot and cold chairs’ are installed in the district, and when the air temperature drops below 20℃, the automatic heating function is activated, and the surface temperature is maintained at 40℃, protecting vulnerable road users from cold waves. A total of 41 ‘On-gi Nuri-so’, a vinyl tent-shaped cold shelter, are also installed near bus stops with a lot of floating population to block the cold wind.

Even in sudden heavy snowfall, the smart snow removal system operates to protect the safety of residents. In November of last year, the district installed 11 more road heating lines, a smart remote snow removal system, on steep slopes, and is currently operating a total of 51 roads, totaling 9.44 km. Automatic salt spraying devices, which are installed at regular intervals on the roadside and automatically spray eco-friendly liquid snow removal agents when snow falls to melt the snow, are also in operation at 4 locations, totaling 1.64 km.

In addition, the city is thoroughly conducting safety inspections of public facilities such as public sanitation facilities, sports facilities, public facilities, and traditional markets to prepare for winter fires.

We will also continue to provide welfare services closely related to the lives of vulnerable groups. We are checking on the well-being of approximately 3,000 elderly people living alone to ensure that vulnerable groups are not left out in the winter, and are using 46 types of crisis information based on big data, such as water bills, gas bills, and management fees, to identify neighbors who need a helping hand. In addition, through an agreement with the post office, welfare information is sent by registered mail to households suspected of being in crisis, and vulnerable groups are intensively monitored through on-site on-site investigations.

Mayor Jeongwon Oh said, “We are thoroughly preparing so that residents can live safe and warm daily lives without worry even during the cold wave,” and added, “We will continue to protect happy and safe daily lives with disaster response measures closely related to the daily lives of all residents.”
