Goyang Special City, Improving Citizen Safety and Environment with Voluntary Disposal of Abandoned Vehicles Policy

Goyang Special City has achieved remarkable results in resolving the problem of abandoned vehicles through a policy to encourage voluntary disposal of abandoned vehicles. This policy, which was implemented in December 2023, has contributed to reducing abandoned vehicles, improving citizen safety, and improving the urban environment by encouraging owners to voluntarily dispose of their vehicles through systematic guidance.

Goyang Special City has implemented a voluntary processing policy to resolve the issue of abandoned vehicles since December 2023. This policy focuses on guiding owners of abandoned vehicles through legal procedures and encouraging voluntary processing by systematically providing information on deregistration procedures.

As a result of the policy implementation, about 76% of the 287 abandoned vehicles that were searched were voluntarily disposed of by their owners, and the proportion of vehicles that were forcibly towed decreased significantly to 24%. As a result, the number of vehicles subject to towing decreased by about 40% compared to the previous year, and it also contributed to improving the appearance of the city and enhancing the safety of citizens.

In particular, we provided specific deregistration procedures to owners of vehicles that exceeded their vehicle age, enabling legal and prompt processing. This policy approach is evaluated to have contributed to solving practical problems while reducing unnecessary administrative procedures and costs.

In addition, Goyang Special City strengthened the crackdown on illegally abandoned vehicles centered on the special judicial police team under the command of Uijeongbu District Prosecutors’ Office. In addition to crackdowns, it also implemented a policy of actively encouraging voluntary processing, thereby striving to improve the living environment of citizens and strengthen regional stability.

This policy won first place in the ‘2024 Goyang Special City 1st Proposal Evaluation’ and second place in the ’20th Local Government Officials Policy Research Contest’ hosted by the Local Government Human Resources Development Institute of the Ministry of the Interior and Safety, proving the excellence of the policy.

City officials evaluated this achievement as the result of policy efforts that prioritized citizen convenience and safety, and emphasized that the active activities of the special judicial police team led to real changes. They went on to say that through the promotion of new policies on vehicle registration, they have made great progress in resolving the problem of abandoned vehicles, and that they plan to make Goyang Special City a safe and pleasant city through continuous improvement in the future.
