Seoul Gangseo-gu (Mayor Jin Kyo-hoon) has unveiled a blueprint for district administration in the new year of 2025. The district plans to fully realize the slogan of the 8th local government, “A Future Added Together, Gangseo Sharing Together,” and promote various policies that residents can feel.

The 2025 budget is set at a total of 1.3 trillion won, and this is the first budget plan that Jin Kyo-hoon, the district head who was elected in the by-election in October 2023, has introduced since taking office. With this budget, the district plans to focus on revitalizing the economy and stabilizing people’s livelihoods, and on improving the quality of life of local residents.
Mayor Jin said, “We will create a Gangseo where all residents can foster hope and enjoy leisurely daily lives,” and added, “We have prepared a comprehensive development plan in various areas including safety, welfare, education, and culture.”
### Regional economic recovery and strengthening resident safety
The 2025 Gangseo-gu administrative operation plan focuses on revitalizing the local economy and strengthening the safety of residents amid recent economic instability and social chaos. The district is prioritizing stabilizing people’s livelihoods, including supporting small businesses and expanding welfare for the vulnerable, and expects that this will result in policy effects that residents can actually feel.
The city has proposed seven key tasks: ▲Recovery of the people’s economy and promotion of vitality ▲Safe and sustainable urban environment ▲Inclusive welfare ▲Healthy living environment ▲Affluent culture and arts ▲Balanced regional development ▲Happy families and lives, and plans to focus investment in related budgets and projects.
### Sustainable development through expansion of education and cultural infrastructure
The district plans to significantly expand its education and cultural infrastructure for sustainable development. Through this, it has set a goal of becoming an attractive city where all residents can foster hope and enjoy leisure in their daily lives.
In the field of culture and arts, we plan to provide various programs and facilities so that local residents can enjoy a rich cultural life, and in the field of education, we plan to expand support policies for students and parents.
Meanwhile, measures are being prepared to improve infrastructure in underdeveloped regions and enhance convenience for residents in order to achieve balanced regional development.
### Realizing ‘Happy Gangseo’ with Citizen-Centered Policies
Through this plan, Gangseo-gu plans to focus on creating changes that residents can feel. In particular, it announced its vision of creating a Gangseo where all residents can feel happy by inducing positive changes in all aspects of residents’ lives, including the environment, safety, and welfare.
A former official said, “Gangseo-gu aims to become a city that grows together with its residents, and will actively pursue policies that allow all generations to coexist and improve their quality of life,” adding, “We will continue to communicate with residents and develop Gangseo.”
