Goyang Special City (Mayor Lee Dong-hwan) announced on the 30th that the compliance rate for the processing period of statutory civil petitions received through the new administrative system this year was 99.87%, an improvement of 0.34%p from the previous year. This is the result of systematic management and active response to quickly and accurately process civil petitions within the statutory processing period.
Goyang City is thoroughly managing new civil petitions with a legal processing period of 2 days or more so that they do not exceed the deadline, and some civil petitions have a separate shortened processing period to increase speed. In particular, for civil petitions with a legal processing period of 6 days or more, a notice is sent to the person in charge 2 days before the shortened processing period, and a reminder is sent when the deadline is exceeded to encourage processing of the civil petition.
In addition, for civil complaints that exceed the processing deadline, automatic notification text messages are sent to department heads and staff so that immediate action can be taken. Through this systematic management system, Goyang City maintains a high civil complaint processing rate.
▲ Noise complaints decreased by 3,184 cases compared to last year
Meanwhile, the total number of noise-related complaints received through the National Petition Center from January to November this year was 1,744, a decrease of 3,184 compared to 4,928 during the same period last year.
According to seasonal analysis, noise complaints were the lowest in winter when people often keep their windows closed, while noise complaints were the highest in summer when people often keep their windows open or when construction is frequent.
In July of this year, noise complaints were recorded at 385 cases, but in the same period last year, the figures were high at 822 cases in May, 1,836 cases in June, and 1,009 cases in July. This was mainly due to dust and noise complaints from the construction of the Deokyang-gu Deokgeun District Knowledge Industry Center last year, but it is analyzed that the number of complaints has decreased significantly as some of the large-scale construction has been completed this year.
▲ Improving the living environment through rapid on-site response
When a noise complaint is received in Goyang City, the city immediately conducts on-site noise measurements and administrative guidance centered on the Environment and Greenery Division of each district office to resolve the problem.
Goyang Special City Mayor Lee Dong-hwan said, “Handling civil complaints is an important administrative procedure that builds trust with citizens,” and added, “We will work harder to create a living environment that satisfies citizens through systematic civil complaint management and rapid response.”
Goyang City plans to continue to improve the system and proactively pursue civil complaint administration to increase compliance with the legal civil complaint processing period and respond quickly to citizen inconveniences.
