Goyang City, '2024 Second Half Active Administration Best Practice Competition' Awards Ceremony Held

Goyang Special City selected and awarded 16 outstanding civil servants and public institution employees who were highly perceived by citizens through the ‘2024 Second Half Proactive Administration Best Practice Competition’. This competition highlighted practical achievements such as utilizing coffee grounds, attracting large-scale performances, and supporting startups.

Goyang Special City (Mayor Lee Dong-hwan) announced that it held the ‘2024 Second Half Active Administration Best Practice Competition’ awards ceremony in the city hall conference room on the 27th. In this competition, 16 outstanding active administration civil servants and public institution employees who contributed to resolving citizen inconveniences and regional development were selected.

A total of 42 cases of proactive administration (38 civil servants and 4 public institutions) were received for this competition, and after preliminary screening and deliberation by the Proactive Administration Committee, 12 people (1 grand prize winner, 2 best awards, 3 excellence awards) in the civil servant category and 4 people (2 best awards) in the public institution category were finally selected.

▲Citizen-oriented proactive administrative case study draws attention

This year’s competition featured cases such as ▲reducing the stench of livestock manure by using discarded coffee grounds, ▲enhancing the city brand by attracting large-scale performances using idle resources, and ▲significantly increasing sales of startups by collaborating with large shopping malls.

The Civil Servant Award went to ▲Team Leader Ji-ae Chu and Supervisor Seung-ju Woo of the Research and Development Division of the Agricultural Technology Center for their case study of ‘Reducing Livestock Manure Odor Using Coffee Grounds’. The Grand Prize went to ▲Team Leader Jin-ho Choi and Expert Commissioner Min-ju Kwon of the Culture and Arts Division for their work in enhancing the city’s brand image by ‘Attracting Large-scale Performances to Goyang Stadium’, and ▲Team Leader Eun-kyung Heo and Deputy Team Leader Seung-yeol Kim of the Corporate Support Division for their case study of ‘Increasing Startup Company Sales by 250% through Collaboration with Goyang Starfield’.

Excellence Awards went to ▲ Activation of communication channels to resolve issues with Seoul City’s undesirable facilities (Team Leader Lee Chung-seop, Communication and Coordination Officer, and Chief Sim Jun-yeong), ▲ Haengjusanseong tourism resource revitalization (Team Leader Lee Seong-won of the Tourism Division, and Expert Committee Member Seong Nam-shin), and ▲ Establishment of a village-level public-private care system (Team Leader Kwon Dae-ho of Wonsin-dong, Deogyang-gu, and Chief Ha Heon-ho).

▲Public Institution Sector, Selection of Innovative Cases

In the public institution sector, ▲Establishment of a 24-hour smart restroom (Goyang Urban Management Corporation Manager Ji-han Kim, Supervisor Hyeon-jeong Ji) and ▲Development of a one-click automation system to simplify the veterinary contract process (Vice President Seon-yeong Lim, Employee Hyeon-ju Kim) won the grand prize.

▲Providing rewards and preferential treatment

The winners will receive performance points and a cash award, and excellent public institution employees will be awarded a commendation from the mayor of Goyang City.

Goyang Special City Mayor Lee Dong-hwan said, “The winners of this competition are the main characters who have realized creative problem-solving skills and citizen-centered proactive administration,” and encouraged them, saying, “I hope that each of you will continue to practice proactive administration in your respective positions so that Goyang Special City can grow into an even better city in the future.”

Goyang Special City plans to further spread the culture of proactive administration through this competition and continuously pursue administrative innovation that citizens can feel.
