The new semiconductor-specialized city project in Yongin Special City, Idong-eup, has conditionally passed the review by the Central Urban Planning Committee of the Ministry of Land, Infrastructure and Transport, and is scheduled to be designated as a district in January next year. With occupancy possible in 2031, this new city, which is being developed as a back-up city for the advanced system semiconductor national industrial complex, is expected to be a future-oriented complex city with rapid project progress and securing green space.

Yongin Special City announced on the 19th that the ‘Idong Public Housing District (Idong-eup Semiconductor Specialized New City) Project’ was conditionally approved by the Central Urban Planning Committee of the Ministry of Land, Infrastructure and Transport. The deliberation condition is to secure the maximum ratio of parks and green spaces in the land use plan, and Yongin City plans to actively reflect this and promote the creation of an eco-friendly new city. The district designation is scheduled to be announced in January next year.
Mayor Lee Sang-il of Yongin Special City welcomed the passing of the deliberation, explaining, “The new city is expected to be occupied in 2031, about three years earlier than originally planned. This means that living conditions for workers will be established early in time for the first production line of the semiconductor national industrial complex to be put into operation in the second half of 2030.”
This new city will cover 2.28 million m2 (690,000 pyeong) in Cheonri, Mukri, Deokseong-ri, and Simiri, Idong-eup, Cheoin-gu, and is expected to house about 16,000 households. In particular, it is adjacent to the Advanced System Semiconductor National Industrial Complex (7.28 million m2) in which Samsung Electronics is investing 360 trillion won, the Yongin Semiconductor Cluster in which SK Hynix is investing 122 trillion won, and the 1st and 2nd Yongin Techno Valleys, so it is expected to serve as a support city for semiconductor workers.
The city plans to strictly adhere to the principle of “transportation first, people moving in later” in developing new cities. To this end, it plans to cooperate with the government to prioritize the expansion of transportation infrastructure around the new city and focus on improving the commuting environment for residents. Mayor Lee Sang-il said, “The deliberation condition of securing as much green space as possible is a more positive factor for Yongin City, and we will faithfully reflect this and work with the city and LH to develop an excellent new city.”
The city plans to promote smooth compensation for residents who will be relocated after the district is designated and to expedite administrative procedures so that the new city project can proceed as planned.
Earlier, on July 25, the city signed a ‘Joint Business Agreement for the Creation of a Future-Type Complex Back-up City for the Yongin Advanced System Semiconductor Cluster’ with LH. According to the agreement, the new city of Idong-eup will be developed into a future-type complex city with various infrastructures such as housing, culture, and sports. In addition, cutting-edge smart city technology will be applied to give it the appearance of a high-tech city.
This new city development is expected to contribute to Yongin City’s advancement as a semiconductor-centered city and to revitalizing the local economy.
