Yongin Special City was awarded an Encouragement Award in the 2024 Local Regulatory Innovation Performance Evaluation hosted by the Ministry of the Interior and Safety for its achievements in regulatory innovation for the protection of property rights of local residents and urban development, such as the lifting of the Gyeongancheon Riverside Zone. It also ranked first in the evaluation of the comprehensive reorganization of local government registration regulations and was selected as an excellent regulatory innovation organization.

Yongin Special City (Mayor Lee Sang-il) announced on the 30th that it had achieved various regulatory innovation results, including the lifting of the Gyeongancheon Riverside Area, a long-awaited wish of residents in Pogok-eup, Mohyeon-eup, and Yubang-dong in Cheoin-gu, and had received an encouragement award in the local regulatory innovation performance evaluation hosted by the Ministry of the Interior and Safety. In the evaluation of the comprehensive reorganization of local government registration regulations, it was selected as first place, securing 200 million won in special grants.
The city continued negotiations with the Ministry of Environment to abolish overlapping regulations on approximately 1.2 million pyeong (equivalent to 500 soccer fields) along the Gyeongancheon Stream, and finally achieved the lifting of the waterside zone on November 15. Residents in the area have been restricted from operating food service businesses, lodging businesses, and building apartment complexes due to regulations on military facility protection zones and waterside zones. Yongin Special City established a deregulation TF team and has been improving various regulations with the goal of protecting citizens’ property rights and revitalizing the local economy.
In addition, in order to improve the efficiency of the method of adding welfare facilities during apartment remodeling, the Housing Act and enforcement regulations were proposed to be revised, and some of the contents were enforced. With the revision of the ordinance to ease the requirements for designating alley-type shopping districts for small business owners, eight additional commercial districts are scheduled to be designated in the first half of next year.
In addition, the basis for deferring compensation for small rivers was established, and regulations for reducing the rental fee for shared property of socio-economic enterprises were newly established, and 275 registration regulations were reorganized, with 2 abolished and 30 relaxed. As a result, the business locations of food vending vehicles were expanded from existing public institution events to apartments and roads, and a policy for reducing sewage usage fees for households with severe disabilities was also introduced.
Mayor Lee Sang-il of Yongin Special City said, “We have borne good fruit as a result of actively pursuing regulatory innovation to improve the quality of life of 1.1 million citizens and revitalize the local economy,” and “We plan to focus on eco-friendly urban development and systematic water quality management with the lifting of the Gyeongancheon Riverside Zone as an opportunity.” He continued, “We will continue to lay the foundation for urban development through regulatory innovation that citizens can feel.”
