The Ministry of Education announced that it will implement the revised ‘Childcare Business Guidelines’ from January 2025. This revision was prepared based on opinions collected from the childcare field to improve the stability of childcare center operation and the convenience of guardians. The guidelines contain contents on the operation, management, and overall system of childcare centers, and are supplemented and improved every year to support the work of local governments and childcare institutions.
Major revisions
1. System improvement
– Relaxation of criteria for lower-age class arrangement: By allowing lower-age class arrangements in daycare centers, we have improved the convenience of choice and use for parents. This is expected to make it easier to operate classes that take developmental differences into account.
– Relaxation of requirements for flexible arrangement of class quotas: In cases of class consolidation due to children leaving during the semester, autonomy has been expanded by allowing flexible arrangement of quotas within the total quota of the daycare center.
2. Resolving difficulties in operating daycare centers
– Extension of the special provision period for directors and teachers to hold concurrent positions based on current number of students: In cases where the number of students in a daycare center with 21 to 39 students is 11 to 20, the special provision period for directors to hold concurrent positions as teachers has been extended to ensure operational stability.
– Improvement of the criteria for support for operating expenses of the Nuri curriculum: By changing the criteria for support from the number of classes to the number of children in need, an appropriate number of assistant teachers were hired and the efficiency of operating expenses was increased.
– Extension of the criteria for easing support for childcare class personnel expenses: The minimum criteria for childcare classes (6 children for 3-year-olds and 8 children for 4-year-olds and older) have been extended to 2025 to ease the burden of maintaining childcare classes and operating daycare centers.
3. Ensuring compliance with laws and regulations
– Revision of CCTV viewing regulations: The requirements have been adjusted so that CCTV viewing is possible immediately when a guardian submits a medical opinion stating the facts of the damage and is accompanied by a relevant public official. This has prevented legal confusion and increased the effectiveness of child protection.
This revision is expected to enhance the autonomy and stability of daycare center operations and improve the convenience of use for parents. In addition, it is expected to reduce confusion in the field by increasing consistency between laws and guidelines.
