Yongin Special City has laid the groundwork for full-scale implementation by specifying compensation and relocation measures for the establishment of a state-of-the-art system semiconductor national industrial complex. It has completed the establishment of industrial complexes for relocated companies and housing sites for relocated residents, and has taken steps to support residents and companies through various measures such as expanding compensation for large land, exempting acquisition taxes, and supporting public rental housing for tenants.

Yongin Special City (Mayor Lee Sang-il) announced on the 3rd that it has prepared specific plans for compensation and relocation in relation to the establishment of the Advanced System Semiconductor National Industrial Complex, which has received final approval from the government.
In order to support companies and residents in the national industrial complex, the city has established an industrial complex exclusively for relocated companies (500,000 m2) and housing sites for relocated residents (360,000 m2) in Chang-ri and Wanjang-ri, Namsa-eup. This has established the foundation for the establishment of the national industrial complex and completed preparations for smooth compensation and relocation procedures.

Mayor Lee Sang-il of Yongin Special City emphasized, “Speed is key to strengthening the competitiveness of the semiconductor industry when developing a national industrial complex,” and “We are working closely with the Ministry of Land, Infrastructure and Transport to resolve compensation and relocation issues and are striving for rapid progress.”
The city decided to expand compensation for large-scale land acquisition and exemption from acquisition tax for residents subject to land expropriation, and also provide a 40% reduction in capital gains tax for residents who received compensation for large-scale land acquisition.
For tenant residents, LH plans to purchase 100 public rental housing units near national industrial complexes and support them to reside there for up to 20 years at a rent of 30-80% of the market price.

In addition, the projects that occur during the process of developing national industrial complexes, such as removal of obstacles, transplantation of trees, and closure of underground water wells, will be entrusted to local residents’ groups centered around the indigenous people’s countermeasures committee through a contractual contract method to help generate income for local residents.
The city is establishing policies to encourage new companies entering national industrial complexes to hire local residents and is seeking support measures to contribute to the local economy and increase residents’ income.
In addition, a public-private consultative body was formed to strengthen communication with indigenous people, relocation companies, the Ministry of Land, Infrastructure and Transport, LH, etc. The consultative body will resolve civil complaints related to compensation and relocation issues through regular monthly meetings and ad hoc consultations, and will serve as a window to submit necessary support items to the pan-governmental support team.
The city plans to complete the project to expand National Route 45, which runs through the National Industrial Complex and the semiconductor-specialized new town of Idong-eup, from the current four lanes to eight lanes by 2030. The project includes a section of approximately 12.5 km from the Daechon Intersection in Namdong to the Jangseo Intersection in Yangseong-myeon, Anseong.
In addition, a project to connect the Gyeonggang Line of the railway from Gwangju Station in Gyeonggi Province to the Idong and Namsa-eup National Industrial Complex is being actively promoted, and the government has also recognized the necessity of this project and expressed its intention to support it.
Yongin Special City has achieved results in a shortened period of 1 year and 9 months until the national industrial complex approval, and is seeking to carry out the project quickly and smoothly through the preparation of compensation and relocation measures and support measures. Mayor Lee Sang-il said, “We will continue to do our best to create results that satisfy both local residents and businesses in the process of establishing the national industrial complex.”
