Seoul City, Myeonmok-dong 172-1 Rapid Integration Plan Confirmed… Birth of a Waterside-Friendly Complex Embracing Jungnangcheon

Between Myeonmok Station and Sagajeong Station on Subway Line 7, the residential area adjacent to Jungnangcheon will be reborn as a waterside-friendly apartment complex with up to 35 floors and 1,260 households through redevelopment. After the undergrounding of the Dongbu Expressway is completed, an ecological park will be built in the upper space, creating a more pleasant residential environment.

Seoul City announced that it has finalized the rapid integration plan for the redevelopment project candidate site (area 51,258㎡) in Myeonmok-dong 172-1, Jungnang-gu. Currently, urban development such as redevelopment projects are actively taking place around the target site, and when the new Myeonmok Line station opens, synergy with the surrounding areas is expected to be maximized.

Considering the potential of these waterside-friendly residential complexes, the city included in this rapid integration plan the following plans: ▴ implementing a pedestrian-friendly city connected to Jungnangcheon Stream, ▴ planning a transportation and pedestrian network that takes into account surrounding development, and ▴ creating a future Jungnangcheon waterside-specific landscape.

First, we will create a pedestrian-friendly residential complex that is conveniently connected to the complex and the Jungnangcheon embankment promenade without any interruption. In order to improve accessibility to the embankment promenade, a park will be created in the embankment area, and a three-dimensional walkway and elevator will be installed so that people with reduced mobility can use it. In addition, when the Dongbu Arterial Road is completed underground, a direct route to the Jungnangcheon waterside will be secured.

Next, the traffic and pedestrian network will be reorganized in consideration of the overall development of the target area. The main road, Dongil-ro, will be widened and changed to allow left-turn entry and exit, while Gyeomjae-ro 2-gil will be converted from a one-way street with priority parking for residents to a two-way street to allow smooth traffic handling.

Lastly, a ‘waterside special landscape’ will be created that can be enjoyed by not only residents but also all citizens of Seoul, centered around the Jungnangcheon River, which has future potential. When the ecological park is completed on top of the underground Dongbu Expressway, it is expected to grow into a waterside attraction with a natural stream and ecological landscape that is comparable to the Han River.

With the confirmation of the rapid integrated plan for the ‘Myeonmok-dong 172-1 area redevelopment’, 90 out of 148 rapid integrated plan target sites in Seoul (160,000 households) have completed planning. Of these 90 sites, 30 have been designated as redevelopment zones, 4 have received approval for project implementation plans, and 2 have begun construction. By next year, an additional 60 sites (Sangdo 14‧15, Sangbong 13, etc.) will be designated as redevelopment zones, and 5 sites (Sillim 1, Yeouido Hanyang Apartments, etc.) will receive approval for project implementation plans.

Nam-Joon Cho, head of Seoul City’s Urban Space Headquarters, said, “Jungnangcheon is a key infrastructure and ecological/natural environment for the development of the northeastern region. Once the Dongbu Expressway is underground, it will become a beloved attraction for residents and all Seoul citizens.” He added, “We will continue to speed up the implementation of the rapid integrated plan next year to create a comfortable and safe residential environment and enhance the city’s appeal and competitiveness.”
