Goyang City's 'Artville Community' Leads Village Change by Solving Small-Scale Apartment Problems

The ‘Artville Community’, a community of residents in Shinsung Art Villa in Naeyu-dong, Deogyang-gu, Goyang Special City, has become a model case of village community activities by solving parking and trash problems through the Gyeonggi-do small-scale apartment community revitalization support project.

The residents’ community ‘Artville Community (Representative Choi Eun-ah)’ of Shinsung Art Villa in Naeyu-dong, Deogyang-gu, Goyang Special City and the Goyang City Autonomous Community Support Center (hereinafter referred to as the ‘Center’) resolved conflicts among residents and brought about real change through the ‘Artville We Draw Together’ activity.

‘Artville Community’ participated in the Gyeonggi-do Small-Scale (General) Apartment Community Activation Support Project, a pilot project of the Gyeonggi-do Village Community Support Center. This project aims to resolve inconveniences in daily life in small-scale apartment complexes, such as parking, trash, environmental beautification, and establishment of joint regulations, through consultation and coordination among residents.

Shinsung Art Villa, which was occupied in 2000, is an old townhouse consisting of 12 buildings. Due to the low accessibility to public transportation, the use of cars increased, causing serious parking space shortages, and the issue of waste separation was also a major cause of conflict among residents.

The center persuaded residents and gained their cooperation to solve these problems, and the ‘Artville Community’ came up with specific solutions through community activity education and collecting residents’ opinions.

Through consultation with residents, ▲painting parking lines ▲posting parking cooperation notices ▲distributing parking stickers ▲attaching separate waste disposal signs ▲setting resident promises were promoted. In particular, painting parking lines was successfully carried out with the consent of 82 households (79%) out of a total of 104 households, and a total of 84 parking space lines were newly drawn.

In order to solve the waste problem, we are continuing to provide guidance to residents so that they can practice proper waste separation, such as by attaching ‘recycling separation guide signs’ to the walls of the management office and posting leaflets informing residents about waste separation at the entrances of each neighborhood.

A center official said, “We would like to thank the residents and Artville community members who actively participated in community activities,” and added, “We hope that more village communities will become active through organic cooperation between the metropolitan center and city/county centers in the future.”

Based on these successful cases, Goyang Special City’s Resident Autonomy Division is preparing the ‘2025 Village Community Resident Proposal Competition’. Like the cases discovered through this project, we plan to actively support various activities that allow residents to solve problems on their own and strengthen their sense of community.

The success story of this ‘Artville Community’ is evaluated as a representative example of how resident participation and cooperation can bring about great change.
