Goyang Special City announced that it will open the 2nd Freedom Road ‘Haengjunaru Interchange (IC)’ entrance road to Seoul at 2:00 PM on January 2. This opening is expected to improve the transportation network between Goyang and Seoul and greatly enhance the convenience of citizens’ travel.

Goyang Special City (Mayor Lee Dong-hwan) announced that it will open the 2nd Freedom Road ‘Haengjunaru Interchange (IC)’ entrance road toward Seoul at 2:00 PM on January 2, 2025. This opening is expected to strengthen the function of the important traffic axis connecting Seoul and Goyang and greatly contribute to relieving traffic congestion.
The Je2 Jayuro Haengju-naru IC is an important intersection connecting Haengju-ro in Goyang-si and Je2 Jayuro, and is a provincial road and part of the major road network connecting Paju-si, Goyang-si, and Seoul.
The Seoul-bound access road, which is opening this time, is designed as a single lane with a total length of 640m. In the past, the section had frequent severe traffic congestion during rush hour, causing inconvenience to citizens. With this opening, traffic congestion is expected to be alleviated and travel time shortened.

With the opening of the Haengju-naru IC, the commuting time for Goyang citizens to and from Seoul is expected to be greatly shortened, and the effect of dispersing traffic within the city center is also expected to be significant. In addition, accessibility to the historical parks around Haengjusanseong Fortress and tourist attractions along the Han River is expected to improve, thereby activating the attraction of tourists.
This is expected to have positive ripple effects in many areas, including revitalizing the local economy and developing tourism culture.

Following the opening of the Seoul-bound access road, the city plans to quickly complete construction of the Paju-bound exit road to establish a complete transportation network.
City officials said, “The opening of the Haengjunaru IC Seoul-bound access road will significantly improve the convenience of travel between Goyang and Seoul,” and “We will also quickly complete construction of the Paju-bound access road in the future to create an even smoother traffic environment.”
Goyang Special City Mayor Lee Dong-hwan said, “I expect that this opening will greatly improve the convenience of citizens’ commute to and from work,” and added, “We will continue to do our best to improve citizens’ quality of life through systematic road network expansion and transportation infrastructure improvement.”
