The Seoul Jung-gu Integrated Safety Center is responsible for the safety of residents through 24-hour, 365-day CCTV integrated control. This year alone, it has received favorable responses from residents through various cases such as arresting arsonists and responding to emergency situations, and is strengthening real-time response capabilities through the introduction of intelligent CCTV.

Jung-gu, Seoul (Mayor Gil-seong Kim) established an integrated safety center in charge of CCTV integrated control in May 2012, and is focusing on protecting the safety of residents 24 hours a day, 365 days a year. The integrated safety center is located on the first basement floor of Jung-gu Office, and 10 control personnel work in five teams and three shifts, along with four police officers and maintenance personnel.
Currently, there are 3,021 CCTVs installed throughout Jung-gu. These CCTVs are used for various purposes such as crime prevention, illegal dumping, parking crackdown, cultural property protection, and school safety. 917 emergency bells are also managed by the Integrated Safety Center. When the emergency bell is pressed, the monitor is connected in real time, allowing for a quick response.
As of October, this year, the Integrated Safety Center has supported the arrest of three criminals for arson, gambling, and creating a sense of insecurity, and has recorded 76 police reports and 350 educational broadcasts. It has also contributed to the investigation of accidents and incidents through 1,861 video viewings and 4,175 video duplications. This figure has already surpassed last year’s performance, demonstrating the Integrated Safety Center’s high response capacity.
As a specific example, in the case of the arson incident that occurred in the Namdaemun Underpass in mid-November, the control personnel quickly captured the arsonist’s actions as soon as the fire broke out and reported it to the police, contributing to the arrest of the arsonist less than an hour after the incident. Also, in August, after discovering an elderly person’s fall accident in Jungnim-dong, the police and ambulance were immediately dispatched and emergency measures were completed in 15 minutes.
In particular, the intelligent CCTV introduced last year has greatly improved the center’s control capabilities. Through the AI selective control function, dangerous situations such as assaults and falls are automatically analyzed and images are immediately displayed on the control staff monitor, enabling real-time response. It has evolved from the existing post-processing-centered control to a system centered on prevention and real-time response.
Currently, 649 CCTVs in Jung-gu have been upgraded to intelligent ones, and by 2026, AI control functions will be added to 1,800 units, increasing the application rate from the current 21.5% to 77.8%. Through this, it is expected to play an optimal role in managing the safety of residents, such as preventing accidents in crowded situations.
A thorough management system is also applied to personal information protection. CCTV footage cannot be viewed even by investigative agencies without a document with a stamped seal, and when individuals request footage, it is subject to review before being exported after being blinded.
Kim Gil-seong, the Jung-gu District Mayor, said, “Jung-gu Integrated Safety Center is a key facility for the safety of residents. Next year, we will install 150 additional CCTVs for crime prevention and continue to expand the proportion of intelligent CCTVs,” and “We will continue to do our best to protect the lives and property of residents.”
Jung-gu Integrated Safety Center plays a strong role in protecting the safety of Jung-gu residents through quick and rapid responses to crime prevention, disasters, and emergency situations, and plans to further strengthen the safety management system by utilizing AI-based technology in the future.
